Power, profits and puppy mills trump democracy in Missouri

Mabel is a blind beagle who was rescued from a puppy mill a few years ago by Best Friends’ emergency response team. (You can read more about her rescue here.) Mabel’s eyes were bulging and opaque from untreated glaucoma. She was kept pregnant her entire life and had never felt grass beneath her feet. The story of puppy mills is the story of hundreds of thousands of Mabels.

Puppy mills are a horrible business and a horrible way to make a living. Last November, the will of the people of Missouri was expressed with the passage of Proposition B, the Puppy Mill Cruelty Prevention Act. Prop B was passed by a direct democratic vote that garnered the support of tens of thousands of Missourians to introduce basic humane standards to Missouri’s huge puppy mill industry.

Apparently, the will of the public might need to take a back seat to the will of handful of lawmakers and the lobbying efforts of breeders and their ag business colleagues. SB 113, a Missouri Senate bill that effectively guts Prop B, passed the state Senate yesterday. The Missouri Senate slipped in the vote as emergency legislation. In a double-hammer blow, the senators also rejected an amendment that would have required approval of those changes by Missouri voters via referendum.

If SB 113 passes the Missouri House and is signed by the governor, the move would put an end to the hope for improved care for many thousands of puppy mill dogs in the Show Me State and effectively put a stake through the heart of a democracy in Missouri. I guess a handful of legislators know better than tens of thousands of Missouri citizens. A more appropriate slogan would seem to be the “Show Me the Money” state.

Puppy mills push more pets into the market than the number of pets who die annually in shelters, and breeding dogs can spend their entire lives stacked in wire-bottom cages just large enough to turn around in, suffering and dying in the uncaring possession of people whose only concern is profit.

Not only would SB 113 roll back the provisions of Prop B that limit the number of dogs that a miller can breed continuously, it would also remove the requirement that dogs should have continual access to water. The new law would allow for water to be offered only once every eight hours, and it would also remove the Prop B provision that says that the water must be “free of debris, feces, algae and other contaminants,” along with the provision that requires cages to be cleaned of waste every day.

This bill isn’t simply about Prop B being cost prohibitive to breeders; it reflects the millers abusive mindset that regards dogs as nothing more than a cash crop. SB 113 is expected to pass the Missouri House, but there is still the hope that Governor Jay Nixon will respect the will of the people and veto 113 if it makes it to his desk. If you live in Missouri, you can help by contacting your representative and asking them to vote no on SB 113.

Whatever the fate of Prop B, the breeders, who refer to puppy mill dogs as livestock and who regard livestock as products rather than as living, feeling beings, are in retreat. When the majority of voters in a heavily agricultural state such as Missouri vote to curtail the abuses of puppy mills in an off-year election and in a down economy, the writing is on the wall.

We will not abandon the cause of the animals who suffer and die in puppy mills nor the burden that these commercial breeders place on our nation’s shelters.

The fight continues.

    This makes me want to throw up. Every day I see nothing in the news but child abuse and animal abuse, and I am SO sick of it. I hate the fact that so many people in this world care absolutely nothing about anyone or anything but themselves. I dearly hope that the people of Missouri vote out these utter and complete scumbags, who then go on to years of unemployment and grinding poverty. Please, please let the governor veto this blighted piece of grotesque “legislation”!

    I just read this same news on the ASPCA website which expresses the same disbelief and anger. I remember Mabel’s rescue. I adopted a puppy mill chihuahuah who’s ears are beyond deformed. The fact that a few lawmakers and puppy mill owners/breeders may actually get this repealed after the people of Missouri spoke via their vote, makes me so angry, I feel like punching a wall. This was a HUGE victory for the dogs trapped in puppy mills, for the state of Missouri, and for all of us who are activists and care about animals. I lose more faith every day in our politicians and am disgusted beyond belief that puppy mill owners consider these beautiful dogs to be worthless except as breeding machines. Is there anything we can do to prevent this from being repealed? Thank you BF for continuing to fight against this repeal. This is shocking and heart breaking that this could actually be overturned.

    What a disgrace! I adopted a Missouri stray who likely started out at a puppy mill, and was going to be euthanized. He is the light of my life. How unbelievably sad it is that the Missouri Senate can overturn legislation to improve conditions for these dogs, voted for by the people. We must all continue to raise awareness, and fight for the sake of these innocent animals, in Missouri, and everywhere else puppy mills exist.

    I would love to sign the petitions that are going around for this bill however most of the ones that i see tell me that i cant sign them because i do not live in the state. How are we supposed to help when this occurs. This is dispicable and needs to be stopped in all US.

    Well, I’m from Missouri and I agree with everyone here ….. this whole situation makes me almost physically ill and I don’t even know where to go with the anger. I’m so ashamed of the people that we put into office and the way they are abusing their power. They obviously don’t give a damn about anything but money and their own election results the next time around. Call your representatives? What a joke. You just get the same, stale, disgusting form reply if you’re lucky enough to get a reply at all. My prayer is that the governor will, at the very least, see what a perversion of the democratic process this is and VETO this horrible bill!

    this is really pathetic!! as human beings we are ‘supposedly’ the ones with more intelligence than animals but judging by this the almighty dollar wins despite the suffering of millions of animals. My heart breaks seeing the misery and abuse they endure because of human greed. It’s shameful, disrespectful – complete disregard for life.

    We need to march on the Missouri Capitol in protest of this pro animal cruelty legislation. How can thy overturn a democratically voted in law? The animal rights groups need to contst this SB 113 in court. We need to get active in Missouri soon. I hope PETA will contest this.

    Never give up. This may be a setback but if people keep speaking out against it there will be progress. No matter what the lawmakers do or the special interest groups do we should never give up fighting against cruelty towards animals. Keep on networking, speaking up, donating, calling, commenting, volunteering and just never give up trying to help animals.

    The best thing you can do at this point, besides keep up your education campaigns, is find ways to target those lawmakers who put money ahead of lives, and GET THEM OUT OF OFFICE. Yes, they can have big budgets for their campaigns, but YOU and others like you are doing the voting. All the money in the world won’t get them voted in if the people of Missouri want them gone. Find a candidate you can back for each of those needing replacing, and start now to gather support, and get the word out!
    I worked against the puppymills when I lived in Missouri, and I’m still doing it from Ohio – or wherever I happen to be living at this point. It’s not the only state with the problem, but it might be the most fixable one, if the people will stop voting in callous money=grubbing politicians and get someone who cares.

    This is a nationwide problem. Utah passed the feral/stray animal shooting bill [didn't they?], and Best Friends resides there; BF is well regarded nation-wide but that bill still passed. Unbelievable. I was unaware puppy mills were considered “agriculture” in Missouri. Of course, here I am in Ohio and just recently learned the Amish have horrible puppy mills too. I accessed the Missouri Governor’s communication page and sent him an email. Among several other things, I observed that puppies are not an agriculture product.

    Politicians are beginning to disregard the pleas of animal advocates because of the endless petitions of activists at all levels – from professional and caring groups to the fringe groups who advocate revenge. They create the most harm. I’ve seen it written that ‘hundreds of canned emails were received” regarding an abuse case. Authorities see the same form repeatedly and they will ignore it. 5,000 emails from the same place saying the same thing are losing their impact. The economy dents the ability of people to group and drive to a state capitol and form a silent protest of any size, which would certainly gain attention. As far as wishing unemployment and grinding poverty on them, that is the reason they have gotten into the “miller” business. There is no other way to make any money and, thanks to the internet, it is getting even easier. A sad a shameful way to treat any animal anywhere.

    puppymills are now turning profits inside major california malls. cerritos mall has an ugly puppymill inside of the mall. Perhaps they know we cant picket inside of a mall.

    Puppy mills should be outlawed everywhere. Some are so cruel. There are plenty of nice animals at shelters that need homes.

    Best Friends just posted that the feral cats are safe from execution in Utah. Whew. And now to resume focus on the state of misery…Missouri.

    As I’ve thought about this, one thing to remember is if no one was buying, there would not be puppy mills selling. Pet stores feed into that cycle, and millers are being driven to the internet as pet stores stop selling puppy mill puppies, which will create an underground resource. Just gotta keep chipping away…

    What I would like to do is take all these polititions and put them in cages where they can not move around. Maybe feed them once every two days. Maybe they will get the picture. However I doubt it, they are so uncaring, as I see it they don’t have hearts. It is the almight dollar that means the most to them. Oh yeh make sure they do not get any medical treatment.

    Look to the AKC.. They lobby with the puppy mills and against laws! Why? The AKC makes most of its money from Puppy mill registrations! That’s what pays for the dog shows and everything else. Do a google search for “akc puppy mills” A board mermber is in the puppy mill business! and with the biggest puppy mill broker in the US, in Missouri, Hunte Corporation. If your dog was bred in Missouri,, it came from a puppy mill breeder, no matter what they say! And the AKc is in business with them, yes, evven the “reputable” ones. There is NO reputable in the AKC!

    “Reputable” breeders claim they don’t support puppy mills but they do! They lobby like demons to oppose laws because they couldn’t fund their dog shows or breed club activities without that registration money! “Reputable” breeders just don’t want people to know their ugly secrets.

    When people stop buying AKC registered dogs of any kind, stop going to the dog shows, stop buying AKC merchandise, then things will change. The AKC may decide that the puppy mill business is not for them. But so far, they are still in it.

    They also need to stop buying them from websites and classified ads, because that is also how puppy mills sell.

    And they need to stop buying AKC because the AKC is in the puppy mill business as of now and won’t get out of it till the public demands they do. Yes, even the “reputable” breeders and “show” breeders lobby against laws and weaken laws. They think the public won’t find out.

    What kind of country do we live in where the citizens vote and win, only to be overturned by some self centered, heartless lawmakers who can’t handle the pressure. Obviously they don’t care about animals as much as the puppy mills owners do. And that’s really sad that elected officials don’t honor the majority of voters and taxpayers in their districts. Every time this is brought up I say the same thing. We should not need laws to humanely treat animals and give them the basics. Everyone with some compassion and a conscience should already be doing that. Shame, shame, shame on you if Proposition B is overturned. Try giving these poor innocent animals a break. I don’t know how you people sleep at night.

    Actually no, 24paws, Utah did NOT pass the feral/stray animal bill, due to the lobbying activity of Best Friends and many other organizations and individuals. The bill, HB210 failed in its first committee hearing, was then revived in a weakened (but still horrific) form, passed in the Utah House, but then finally died in the Senate. At the same time the animals had a victory with the passing of Utah SB57, a bill that Best Friends organized with the help of our senator, Sen. Stowell. The bill officially sanctions TNR for cats and extends the ‘hold time’ in shelters, giving those animals an additional two days chance at life.

    I live in Missouri and I’m ashamed. This is obscene! I wrote to to my state Representative, Ed Schieffer and got back the following response: <> What a joke! A ‘compromise’… gutting all humane care provisions of the bill passed by the people. If depriving dogs of clean water, breeding w/o a veterinary exam, allowing them to be kept confined in a cage just 6″ longer than their body size w/o exercise, not providing protection from temperature extremes and no rest between breeding cycles is considered ‘protecting abused dogs’ then I hate to hear what in heaven’s name he considers ‘abuse’. This is a travesty and I for one, will not vote for any incumbents in the next election.

    Definitely pissed me off that this happening. It’s more urban vs. rural in MO. Missouri”i” vs. Missour”ah”. Such a strange state, forever. Slave state that stayed in union, Mason-Dixon line, big time swing state.

    A rep there equated puppy mills to grocery stores, saying it’s like asking them to triple their size while slashing their supply by a 1/3. Dogs are groceries to these guys. Agriculture and livestock.

    It’s a way of viewing them that needs to be changed like people who think of them as property to be fought.

    Agriculture biz and breeders are in their pockets. Campaign reform needed on all levels!!! It’s up to Gov. Jay Nixon, another strange conservative/progressive mix, party-switcher type.

    I’ll see what I can do about getting people back home (yea, I’m from MO) to make a stink.

    I have tears in my eyes as I read this. I’m not only sad but furious! We voted this cruelty down, and I am SO FRUSTRATED at our lawmakers! I have volunteered since ’94 for an animal group specializing in low cost spay/neuter, and yet this was news to me until I received your email. Thank you so much….I sent it to everyone I know, and they are all animal lovers.

    How about we put them in cages? We will feed them once a day and only scraps. The water will be bad, so that they cann’t drink it. They have to learn that animals have feelings and love unconditionally. What is wrong with these people. How about you cut their salaries more than half. They don’t deserve any money.
